Sindh’s failure to treat wastewater has become a glaring example of administrative neglect. Untreated waste is being discharged from multiple locations across the province. Particularly alarming is the state of Karachi’s wastewater treatment infrastructure. According to former Supreme Court judge Amir Hani Muslim, only one of the city’s four treatment plants is partially functional. This is an unacceptable situation for a metropolis that generates hundreds of millions of gallons of sewage daily.
Unchecked discharge of hazardous effluents carries serious consequences for the environment. Industrial chemicals and toxic substances can contaminate soil, damage fragile ecosystems and threaten biodiversity. Decomposing sewage creates unhygienic conditions and exposes nearby communities to disease. Equally concerning is the improper disposal of medical waste, which often ends up mixed with ordinary municipal refuse because hospitals lack adequate disposal facilities. A major concern is the limited capacity of existing treatment plants, many of which remain dysfunctional or operate well below their intended capacity. Rapid urbanisation and industrial expansion have considerably increased the volume of wastewater generated, yet corresponding investments in treatment infrastructure have failed to keep pace. The result is an overburdened system in which untreated sewage and industrial effluents are routinely disposed of without adequate safeguards. Weak monitoring and inconsistent enforcement have allowed these practices to persist. The problem has persisted for years, largely because wastewater management has received neither the investment nor the administrative attention it requires.
The provincial government must undertake a comprehensive assessment of existing treatment plants and prioritise their rehabilitation alongside the development of additional facilities. Hospitals, meanwhile, must be held accountable for the segregation and safe disposal of hazardous medical waste. Authorities must also ensure that industries operate functional treatment facilities and comply with prescribed standards.
